A short waterproof jacket that doesn't look like a raincoat: toggle fastening, contrasting velvet collar, slightly loose straight fit. The recycled cotton and polyester canvas blocks the wind and withstands rain, the collar does the rest. Indigo or khaki, unisex, to be worn over a sweater just as well as a shirt.
